It appears as though you put a cleaning fluid/spirit in the tank and then have the car pushed or pulled around the track thus cleaning the track with the fluid/spirits. 

Model is fitted with Kadee coupler one end and Lima style coupler other end, therefore its able to be pushed or pulled by a loco with either coupler fitted.
