This is a very nice Victorian PICKLE CASTOR from James W. TUFTS - circa 1890's
The Quadruple Silver Plate Frame is footed with 4 acanthus decorated feet, a ribbed ring to hold the jar with rosettes and openwork leaves above each foot.   
A Cranberry art glass Jar or insert fits the frame perfectly.  It has an inverted thumbprint pattern with hand painted enamel flowers & leaves. 
Some of the original Gold accent banding can still be seen around the middle.  

The lid is not original to the frame but a lovely replacement and a good fit for the jar - complete with a fancy open finial so that it can be hung on the hook above.  
Period tongs are included.

Measurements
FRAME -  12.5" tall,  4.5" wide side to side at the feet, 3.25" wide jar platform. 
JAR  -  4.25" tall,  3.25" wide mouth,  3.125" wide foot. 
LID  -  3" high,  3.5" wide opening. 
TONGS  -  7" long.
