Vintage used Exakta Ihagee VX IIa camera with Zeiss lens marked "Germay USSR Occupied".  The shutter trips, but it doesn't appear to change speeds, no matter the setting.  The lens looks to be in very good shape with no obvious fungus or scratches.  One possible issue-  I can't get the outer fstop ring to move.
