This looks to be a complete set however one of the drill bits is a Craftsman and doesn't fit the collets. However there are 3 collets included. 2 of the collets fit the bit's shanks (which I think are part of the original set - see pg. 4 of instruction sheet part(s) #18 (bushing)... and one is an extra? - possibly can be bored out to fit the Craftsman bit? - IDK bought the kit 20+ years ago form someone. 

Set is sold as is. Please see pictures.
