At the outbreak of World War One, Britain fount it dangerously dependent on energy industries. At the bequest of the Board of Trade, the Board of Education prepared a white paper under the chairmanship of Sir William McCormick. The Department of Scientific and Industrial Research was set up in 1915 to fulfill the finance of worthy research proposals, to award research fellowships and studentships in universities and to encourage research association in industry and research faculties in university science departments. The new department was the responsibility of the Lord President of the Council. The department flourished and was the prime driver for scientific research until 1965. Its activities were then dispersed to the Department of Education, the Ministry of Technology and the Science Research Council. The handstamps which were used on official mail are from a ledger of essays and specimens of certifying handstamps for British official mail 1901-1964. L15502
