This is a LIONEL LAYOUT MINIATURES "12 55 Gallon Aluminum Oil Drums" Made by Ink Well in O gauge.

These drums are 1/48th scale and on 2 pallets.  They make a nice flat car load or freight station item.

They are still sealed in their original plastic box that has never been opened!!!
