VICTORIAN ORNATE ITALY SCISSORS STYLE FANCY TONGS SILVER? SILVERPLATE?

Up for sale is this ornate Victorian looking scissors style serving tongs. The ornate part is 2 1/2" across and 2 3/4" tall. They are 8 1/8" long. These are stamped "ITALY" inside the serving part, but I do not see any markings for sterling or silverplate. I had bought these at a professional estate sale and they had them advertised as sterling, but I do not know. These appear hand forged. They are in good shape. Thanks for looking.
