The handle has a garland of roses trailing down the right side a little further than on the left side, and framing what I think is a  fancy monogram of the letter V in an appropriate art nouveau style font.

The bowl has a decorated shoulder with roses on each side, and has nice gold wash.

The back is marked patent 1898, with the Wallace hallmarks, and sterling.
