This is a used Kodak EKTAGRAHPIC Filmstrip Adapter with a 3" F/2.8 ECKTANAR lens, No. AV-425.  It is in average condition: the lens moves but has been painted lime green around it's plastic exterior (see photos)  and also has had a chip knocked out of the plastic perimeter ring. These cosmetic defects in no way impact performance.
