This is a lovely and lively carved sculpture from Mill Creek Studios. It is in the American Legacy Collection "Wind River Woman" #3004.

There is an artist's signature "Herrero @ 1990" inscribed on the top right. His full name is Stephen Herrero. As described on the tag, this sculpture is a part of his  "Spirit of the Red Man"  collection.
