As shown in the photos has general wear around the edges including some damage to the right arm, and could do with a good clean (I have wiped over a few times but don't want to do too much in case I damage it).  Item is 6" tall and I originally thought it was missing something but having done a some searching found one sold in August as a toothbrush holder which I assume is correct.
