Vintage Automobile 1960's Mons-Turn Monster Rear Turn Signal and Stop Indicator

Appears to be in real nice shape for its age. Has some light wear but overall still nice. 

I did hook it up to 2 9 volt batteries and it did light up. The arms didn't move but im not sure if theres something I missed. 

looks like it's never been mounted.
