UPDATE:

The unit is working perfectly, I believe it may have been some freak setting that put the unit into protection mode before.

Super solid AV/Receiver, has a discrete amplifier and is jam-packed with features.

Amp I believe has an issue with one of the HDMI ICs, causing a short which doesn’t allow the unit to stay on in safe mode.

There is a bypass through the safe mode by pressing and holding Power and Info which allows you to use the receiver.

I would recommend either a repair or bypass of the HDMI board altogether.
