From the Preface: The Environmental Protection Law of the People's Republic of China was passed by the standing committee of the 7th National People's Congress and came into force on December 26, 1989. It is a great improvement and perfection of the 1979's trial law. The promulgation of the law is a significant event concerning the immediate interest of the Chinese people, social and economic development and the cause of environmental protection. It signals that the Chinese legal system for environmental protection has entered a new period, exerting a far-reaching influence in the country. 

From Chapter 1: Environmental issue is at the same time an economic and social issue. Economic and social development will depend not only on scientific and technological progress, but also the sustainable capacity of the environmental resources. In the wake of economic development, environment may deteriorate, impede or even harm the economic development if powerful policies and measures are not adopted to protect the environment.
