The manufacturer of this product is TerraCycle (now T-Cycle).  MSRP on this was about $110 when it was new circa 2007. Current MSRP is $191.

This is an underseat pannier rack for the Bacchetta short wheelbase bikes with the teardrop cross-section frame tube. This would be the Giro, Strada, and Corsa (as listed on the packaging).

It seems that the frame tube for the Giro, Strada, and Corsa is still the same to this day, and so this rack should work perfectly fine even on a modern Bacchetta of those models.
