This lure has incredible history and was first patented in 1938.  According to online sources, all spinner baits are basically patterned after this classic original created by Andrea Meulnart.  It gained major popularity in the USA beginning in the 1960s and I suspect that is the time frame this specific lure came from.  (I have researched but there are intricacies within fishing lures that I have not yet learned.
