The man in uniform is Sean Toomey; he lived, I believe, in Queens, New York. The other two photos are from the same album and were taken at the "Ova Yonda" estate in Mill Neck, Oyster Bay on Long Island, New York (next door to Teddy Roosevelt’s big Oyster Bay spread).

 

Unsure whether Mr. Toomey, who was married to a woman whose family had the Oyster Bay estate, was a sworn police officer or whether he worked for a security firm; the shield on his cap says HOLMES and his badge, as best as I can tell, says POLICE at the top and SERGEANT across the middle. I can't make out any other words. Note the photos adhere to the album page; however, I don’t believe they would be hard to remove safely given that some photos have detached of their own accord.
