This is an antique Gray's Pottery copper or gold lustre plate with an eagle design in center. The eagle is holding a message that has the phrase "E. Pluribus Unum" which is Latin for "Out of many, one." and is the phrase seen on the Seal of the United States. 

The back of the plate has the authentic "Gray's Pottery" mark and says "Made in Stoke-on-Trent, England". There is also a line that says "an exclusive to Mottahedeh". Mottahedeh is a retailer of Gray's Pottery and considered to be a top retailer. Mottahdeh made fine china and porcelain for the President of the United States, the U.S. State Department, etc., which may explain the patriotic symbol on the plate.
