- Three electric locomotives were built in 1936 and manufactured by Japanese Government Railways (JGR). At the time, streamlined locomotives were being manufactured outside of Japan, and this locomotive was built in line with that trend. It was developed based on the Pennsylvania Railroad's GG1 class, but due to the larger space on the coupling surface, the current design was adopted.
