28mm scale implies that a standard (6' tall or so) humanoid is 28mm tall. This means that some species like dwarves or goblins will be significantly smaller than this to reflect the natural variation among different characters. Similarly, 32mm scale implies a standard height of 32mm tall. Your items will be scaled accordingly.
