This is an original press photo. Demonstrators rallied outside the Ripley House annex on Houston's near east side Wednesday for more caseworkers at Texas Department of Human Resources offices to handle an increasing welfare workload. Food stamp and child welfare programs are handled at the annex. Glen Arnodo, president of the Texas State Employees Union local here and Angie Pinjala, the local's steward at the annex spoke to approximately 70 people at the lunchtime rally. The union says agency staffers are working extra hours without pay to handle the additional caseloads, and are burning out. As a result, welfare recipients are getting poorer service. The agency says it will try to make operations more efficient, rather than ask legislators for money to increase the staff.
