This is a Premier Brand 13" Guillotine Paper Cutter from Photo Materials Co in Chicago, Illinois.  It is a vintage unit with the classic green, wood base and manual level blade. This cutter is in good condition with standard amount of wear and no damage or defects.  It is in good working order.
