I don't read German but what I think it shows is the Kingdom of Bavaria (1805-1918) divided into eight districts: Upper Bavaria, Lower Bavaria, Palatinate, Upper Palatinate and Regensburg, Upper Franconia, Middle Franconia, Unterschaffen with Aschaffenburg as well as Swabia and Neuburg. 

On the map are also:
- Roads, railway lines, steamer connections, heights in meters 
- Distances in German miles and kilometers
