Vintage Smart Cart from Sun.  Unfortunately, I cannot locate enough information on this ride on toddler toy to give it to you.  However it is well made and is a late 60's early 70's toy from the construction and the material.  Both plastic and metal and is in very good condition.  The paint does have some spots needing touch ups but little to no rust on this toy (what rust is there is surface only and can be touched up or left alone to keep the vintage appeal)  Tires are hard molded plastic on a metal axle.  

19" long, 14 3/4" wheel base, 13" tall to handle bars, 8" tall to seat, seat is 10" long.

Wheels have front steering and rear articulation of the wheels.  (they pivot)   

This would make an excellent photography prop as well!  It is a one of a kind item.
