This item is not a US Government Issued Uniform Item. It is generally worn by US Navy personnel (and/or Veterans) while working out in a off-duty status. Apparently the US Navy now has an "official" PT Uniform worn by Sailors while in a duty status.
It is made of a cotton poly blend, it is softer than most regular new cotton t-shirts. It's professionally silkscreened from the manufacturer, NOT a cheap heat transfer.
