Pokemon Pokeball Keychain / Backpack Clip w/t Meowth Figure Basic Fun 1999

The plastic bubble is pulling away from the cardboard backing and has tape on it.

Some yellowing on the white part of the Pokeball but I cannot tell if it is the plastic bubble that is yellow or the Pokeball
