Vintage ANRI Carved Wood Keg Riding Hat Tipper Mechanical Bottle Stopper Cork.  In excellent condition as seen in photos and described below.

Excellent paint and no chips or losses. Good cork. Pushing lever makes him tip his hat while bowing his head. Elastic that returns his right arm is tired, so he needs to be tilted a little to help getting his hat back on. About 6.5" tall.
