 Looks like a tug boat to me but it could be just about any kind of smaller steamship.

 It is not marked as to material or maker but I am sure it is sterling silver. 

Hard to say for sure but a very good chance by any age wear on the piece. 15/16" long.

 Even has a rudder and propeller blades.

All in good shape with normal age wear.
