This item is an in package WWF Jakks figure of WWF WWE wrestling star The Legend Killer The Apex Predator The Viper and now part of RK Bro Randy Orton.  He was produced in 2004 by Jakks Pacific as part of the Backlash Series.  The card is in good condition but does have some damage to the bottom corners and some additional wear and scuffs as can be seen in the photos.   Shipping outside of the United States will be extra.
