Tokyo, the Baside borough of Odaiba: Once an empty reclaimed land, it's now a bustling destination for hipsters and tourists alike. The local police precinct is in undated with missing kids, traffic congestion and all the details of community routine. One day, a gruesome murder found near the famed "Rainbow Bridge" (connecting the reclaimed island of Odaiba to Tokyo). Bored with his everybody neighborhood duties and eager to get his teeth into a serious crime, Sergeant Aoshima (Yuji Oda)races overs to the scene. A unit from metropolitan Police Headquarters barges in to assume responsibilty for the investigation ,with Senior Superindependent, Miss Hiromi Okita, {Miki Maya) in chargeAoshima and his partner Onda (Eri Fukatsu), are entrusted with protecting the only witness to the crime. They escort her to a party where she is to be bait to tempt the criminals out into the open. Meanwhile a fellow detective monitors events on a secret and controvesial, new surveillance system knows as "CARAS". Just as the criminals approach the witness, by coincidence both Aoshima and Onda see suspects they've been pursuing in seperate cases.However Superindepedent Okita, forbids them from chasing and their suspects get away... Soon, a suspicious-looking man appears on the "CARAS" system.
