This is the Royal Canadian Mints "Lucky Loonie" 

Minted in 2006 to commemorate the loonie that was placed in the ice of the 2002 Salt Lake City Olympics when an Edmonton icemaker snuck a "lucky loonie" into the ice surface. Where both the men and women won gold in hockey that year.
