Oliver Queen and Dinah Lance are still settling into their new home in Seattle when they learn there is a serial killer on the loose dubbed "The Seattle Slasher." Trying to move on with their lives, Oliver talks to Dinah about his concerns about getting old and not being able to return to the streets as the Green Arrow. Oliver mentions the possibility of marriage and children, but Dinah refuses, replying that she is not willing to endanger their kids despite her deep love for Oliver.

Oliver tracks serial killer who's been murdering streetwalkers, and Dinah investigates a drug dealing ring specialising in crack and heroin. Pursuing The Seattle Slasher, Oliver finds himself on the trail of another killer, the Robin Hood killer, who has killed a string of men across the country.
