My understanding of the device is that you read the needle position and turn the f-stop scale to that value at the two parallel black bars (for the meter door open) or at the red bars (for the meter door closed). You can then read the recommended shutter/diaphragm combinations. 

The meter is in good cosmetic condition and is functional.
