If the second hand is skipping ahead by 2 seconds, it means that the battery needs more charge. 

However, here the condenser is in good condition because the second hand makes 1-second jumps and the movements of the wrist charge the battery normally. 
Therefore, we can assume that the energy storage condenser works.

Servicing history unknown, for optimal use, it is advised to give it an overhaul. 
The service history is unknown.

Before you bid, I suggest that you do some research on this revolutionary Kinetic movement - the information is easily found on the internet - which provides a power reserve of one month when fully charged.

The timer at the 10 o'clock mark allows you to count down the 1/10th of a second. 
The one at 12 o'clock tallies the elapsed seconds. 

The 9T82 calibre is a kinetic movement. Even though it has a rotor, which makes it look like an automatic movement, and a battery-shaped energy storing condenser, it is not labelled as automatic or quartz. Picture an automatic self-winding movement, but instead of coiling the energy through a mainspring, the kinetic movement coils the energy in a condenser (also called an accumulator). Seiko describes it as a Kinetic E.S.U. electricity storage unit.
