Ship's Tallys have been used by most Navies in the world being the  ribbon that goes around Sailors' Caps and this Tally is for German Navy/BUNDESMARINE Vessel

  Tender Isar was built in 1958 by Blohm and Voss being  Rhein Class Supply and Command Ship with the Hull number A54. She served as a Minesweeper Support Vesel mainly in the Baltic and North Sea until 1992 when she passed to the Turkish Navy.
