Description O período de 1993 a 2003 é provavelmente um dos capítulos mais trágicos e sombrios da história recente da República Democrática do Congo, que foi marcada por uma série de crises políticas graves, guerras e numerosos conflitos étnicos e regionais que resultaram na morte de centenas, se não milhares, de pessoas. Durante estas crises, o país foi vítima de numerosas violações do direito internacional humanitário e do direito internacional dos direitos humanos, que conduziram à prática de crimes internacionais, nomeadamente crimes de guerra, crimes contra a humanidade e mesmo, em alguns casos, crimes de genocídio. No plano interno, embora seja inegável que alguns funcionários da justiça militar congolesa tenham proferido um pequeno número de decisões corajosas sobre crimes internacionais, desafiando obstáculos materiais, estruturais e psicológicos, bem como pressões políticas, as circunstâncias ilustram, no entanto, as limitações operacionais significativas dos nossos magistrados. Isto continua a ser insignificante para as vítimas, e a criação de câmaras mistas especializadas continua a ser a solução menos onerosa.
