In fair condition.  I do not know much about first day covers so I will explain as best as I can. 

Portfolio is faux brown leather. 

The front of the portfolio says, Paralyzed Veterans of America Commemorative Portfolio in gold.  It is missing a piece on the spine. 

The left side is blank to add a photo. 

The right side has 4 first day covers.  Each of the covers due to being inserted into portfolio have stained corners.

The first day covers are from August 3, 1983

The top cover with star is signed by Paul M. last name I cannot read

The second men in wheelchairs

Third Wounded Personal Memory Signed by George L. Skypeck and numbered 8/200

Fourth Penny Pressed

The size is of Portfolio is 16" x 11"
