It has a wind-up mechanism made in Japan that plays the classic tune of "The Farmer in the Dell", while the cartoon characters revolve in the window.  See Video. This item is part of the Fisher-Price brand and was manufactured in the United States in 1963. 

Used- Lots of wear. Paper graphics are worn off in several places, there are chips in wood, staining. Music plays, see video. No cracks in plastic and all pieces move.
