In 1985 Topps Commissioned O-PEE-CHEE, its Canadian branch, to make a Test Mini Topps set, like the 1975 Topps Mini. About 130 sheets got out from the factory in Canada by an employee, 10 blank back Proof sheets in vanilla bean stock, as well as, 5 Proof sheets in Tan card stock were saved. Each sheet contained 132 different cards of which 110 sets exist with state backs. The quality can range from poor to mint depending on what sheet it came from. All the sheets were rejected by Topps and discarded into the dumpster. It was the winter in Canada at the time and many of the sheets had water damage, with about 100 sheets that were eventually cut up and sold into the marketplace. An employee took what was salvageable and sold them at the Mississauga, Ontario card show in 1985. This set has now become one of the RAREST Topps sets ever produced, with less than 100 of each card known today. And 5 to 10 of each in Blank Back Proof.<
