Its Puss in Boots from Shrek 2. This figure is a cake topper, I believe, but you don't have to put it on anything edible. It's got a different pose than a lot of other cake toppers you'll see on ebay. It was made in 2004. His arm is up but I don't know if he is supposed to have something in it but this one does not. There is some light wear to his mustache where it looks like the paint came off. Light wear otherwise.
