I believe these were made by Joytoy (they have the “swivel thigh”), but there aren’t any stamps on the figures to verify. These 4” figures are highly poseable and very detailed. It’s a mixed lot of Russian and German troops. The sculpts are A+!  Some accessories are included, but none of the figures can be considered complete.  One helmet and two guns are missing straps.  Still it’s a great lot for troop building!
