Vintage Jumpin' Jimmy Racer by Amloid Corp. This item is a great find. It still has the stickers on it and works great. When you push the racer, Jimmy's head and engine bobs up and down.  There is a piece of plastic on the front of the racer where you could tie a string and have it be a pull toy.
