Osborne resigned as the Deputy Governor of the Bank of Canada the very next year after the 1937 issue commenced. Osborne was on loan to the Bank of Canada from the Bank of England since 1934 until it was hoped that a qualified Canadian (Donald Gordon in 1938, who point in fact was born in Scotland and didn't come to Canada until he was 12) could be placed in the Deputy Governor position for the newly formed Bank of Canada. Osborne was well respected having been a Secretary of the Bank of England and headed their Statistics Office. L.P. Saint-Amour from the Banque Canadienne Nationale served under Osborne as Assistant Deputy Governor.
