okemon 2002 Triple Get Sweepstakes Lottery Blastoise promo card. It was only available back in 2002 in a special sweepstakes lottery. If you cut out the proof of purchase seals from 3 starter decks and glued them to a postcard and then sent them in to the Pokemon lottery office in Tokyo, your name got entered into a lottery drawing. Only 3000 lucky winners from all of Japan won this card. Not for sale in any theme decks, sets, or booster packs.
The card is officially graded by PSA (Professional Sports Authenticator). PSA is the worlds largest and most reputable grading and authentication company. The card comes encased in a plastic case with bar code.
