A number of economic transformations, such as" perestroika " and a smooth transition to market relations, lead to unearned incomes of the population and, as a result, to an excess of the money supply. This surplus of cash has created quite a few problems, mainly in the form of a shortage that has plagued the country's population for many years. The author of the reform, the purpose of which was to get rid of excess cash, was the Prime Minister of the USSR V. S. Pavlov.
The population of the country learned about the introduction of the reform from the evening news, when it was announced that banknotes in denominations of 50 and 100 rubles were withdrawn from circulation, and only three days were given for exchange, with no limit. more than 1000 rubles per adult citizen. There are also restrictions on cash withdrawals from savings books - no more than 500 rubles per month. The reform was essentially the confiscation of money from the population. The country spent these three days in huge queues at savings banks. Many citizens, for various reasons, could not exchange their savings and simply lost money. The result of the reform was increased distrust of the authorities.
