Bottom plug on the locking spring fork tube included the dead bolt and cylinder sleeve pin. You need to drill and remove this plug to access the inner pars of the locking fork and to remove the pin to remove the cylinder.   Fits all the Schwinn spring forks both postwar and prewar.
