These issues contain prominent front page headlines on the COMPRENSIVE IMMIGRATION REFORM ACT of 1986 during the Ronald Reagan administration. This was designed to "solve" the "ILLEGAL IMMIGRATION " problem for good. (How'd that work out !!).

We seem to be debating the very same thing now in 2021, over 35 years later and the only thing that has changed is that now the politically correct lexicon has changed from "ILLEGAL ALIENS" to "UNDOCUMENTED IMMIGRANTS" !!!!

Illegal immigration is the migration of people across national borders in a way that violates the immigration laws of the destination country. Some countries have millions of illegal immigrants. Immigration, including illegal immigration, is overwhelmingly upward, from a poorer to a richer country. However, it is also noted that illegal immigrants tend not to be the poorest within their populations.

When potential immigrants believe that the chances/benefits of successfully migrating are greater than the risks/costs, illegal immigration becomes an option. The benefits taken into account include not only expected improvements in income and living conditions, but also expectations in relation to potential future residential permits, where illegal immigrants are given a path to naturalization or citizenship. The costs may include restrictions on living as an illegal immigrant in the destination country, leaving family and ways of life behind, the experience of visible or verbal disdain by native-born residents in the host country, and the probability of being detained and resulting sanctions.

The Immigration Reform and Control Act (IRCA), enacted November 6, 1986, also known as the Simpson-Mazzoli Act, signed into law by Ronald Reagan on November 6, 1986, is an Act of Congress which reformed United States immigration law. The Act

  • required employers to attest to their employees' immigration status;
  • made it illegal to hire or recruit illegal immigrants knowingly;
  • legalized certain seasonal agricultural illegal immigrants, and;
  • legalized illegal immigrants who entered the United States before January 1, 1982 and had resided there continuously with the penalty of a fine, back taxes due, and admission of guilt; candidates were required to prove that they were not guilty of crimes, that they were in the country before January 1, 1982, and that they possessed minimal knowledge about U.S. history, government, and the English language.

At the time, the Immigration and Naturalization Service estimated that about four million illegal immigrants would apply for legal status through the act and that roughly half of them would be eligible.

An increase in legal immigrants migrating to the United States also led to an increase of illegal aliens, especially from Mexico. Most of these immigrants searched for and gained jobs where hard labor was needed. As the immigration population increased American citizens started to worry about their impact on the economy. "Attempted solutions to this problem in the form of amnesties to illegal aliens and limited employer sanctions, spelled out in the Immigration Reform and Control act of 1986, had little effect." The reform did not have a lot of impact on decreasing the immigrant population, "Until 2012, there was virtually no movement in Congress to deal with the problem of the 11 million illegal aliens living in the United States since the passage of the Immigration Reform and Control Act of 1986, which granted amnesty to many of the 3.2 million illegal immigrants living in the United states."
