Instituted in 1921 by Lower house of parliament II Polish Republic as one of the highest medals, for rewarding the citizens for prominent contributions in field of education of, science, culture and art, the national economy, social activity, service of protection of health as well as strengthening the defences of country. In years 1939-1990 been useful by president of Polish Republic on emigration. 

Order divides on five classes: I the Great Cross with Star, II the Commander's Cross with Star, III the Commander's Cross , IV the Officer's Cross, V the Cavalier's Cross.
