Ship's Tallys have been used by most Navies in the world being the  ribbon that goes around Sailors' Caps and this Tally is for German Navy/BUNDESMARINE Vessels

 

 This  was a maritime flottilla of fast  torpedo boats that operated out of Flensberg and  patrolled the Baltic and Eastern North Sea.Formed in 1958 but things have moved on and the Unit is no more, with its boats re allocated. The Unit has its  roots in the E Boats of the Wartime German Navy
