Victorian Silver Naval Maritime Cap Badge circa 1819-1901 - Unknown

I have been unable to track down this one to an exact branch of service. But the motif leans me towards naval maritime. So if anyone can advise me, it would be appreciated.

Silver coloured cap badge possibly real silver (unsure) The pin is missing but the eyelets are intact.
Gold relief to the motto "DIEU ET MON DROIT" ( "God and my Right" ) or the badge could have been fully gilted and the majoritu has worn off.

Its a great looking cap badge from the victorian period
